The reason why we never got any kind of re-release of Project Justice is partly because of him.
Apparently he was designed by someone (Capcom never said who) and it's holding the game back from getting a re-release.
Then again, they pulled the same shit with not bringing Strider Hiryu to MvC3 (until Moto Kikaku revealed online that Capcom never even came to them in the first place, despite them claiming so, so they were caught in a lie and included him on UMvC3 due to backlash and fan demand) and Karin to a game prior to Street Fighter V (which due to fan demand, they made a deal with her creator as well).
So, I think it's a manufactured "problem". One that can easily be resolved if they just got into contact with his character designer/creator.
The other reason they said is that some of the music on Project Justice is tied up in rights issues as well, which, yet again comes down to them not wanting to pay people or even think it's worth paying people.
I just plain think they don't think re-releasing the game is worth it if/since they have to share profits.
Which says a lot about how they think Project Justice being re-released would perform. Not thinking of the big picture of it garnering a whole new fanbase and people who'd get to try it out now, aside from people who'd just appreciate playing it again with upscaled graphics and online functionality like myself.
